In the area of public procurement law, Libor has focused mostly on transportation (construction of infrastructure) and IT. He provides end-to-end legal advisory both to contracting authorities, assisting them with the entire tender process, and bidders and suppliers, assisting them especially with bid management and bid preparation, participation in tenders, and contract negotiations. In addition, Libor prepares legal opinions and performs representation at review proceedings before administrative bodies and courts. 

Libor is also an expert on contracts under real estate and construction law, including FIDIC standard forms of contracts.
